You did not state when your husband applied for his citizenship, so I cannot tell you if it is taking too long or not.
In general, it takes 5-6 months in most U.S. cities to (1) file the citizenship application (2) provide fingerprints (3) attend the citizenship interview; and (4) attend the citizenship oath ceremony.
If it is taking longer, your 3 trouble shooting strategies are: (1) to make an INFOPASS appt. at your local USCIS District Office using the
www.uscis.com website appointment system and go in person and ask about the delay, or (2) ask a U.S. Congress Representative to submit a congressional inquiry for you, or (3) hire an immigration attorney to figure out why your husband's case is delayed and take steps to get it back on track.
